It is sung by none other than しぐれうい（9さい） and produced by IOSYS members. The MV's video editing? It was done by someone by the name of 鬼灯わらべ (pronounced as Hoozuki Warabe) who was formerly a VTuber. As for the animation, it is done by a person named ががめ (pronounced as Kagame). There are other credits that she gave in that MV. You go read it yourself.

Loli Shigure Ui
I have nothing much to talk about the song personally but I need to comment on the essence of the song by Songtell, which is WAY TOO SERIOUS and incorrect:
"粛聖!! ロリ神レクイエム☆" is a song that condemns and criticizes the lolicon culture through the perspective of a young girl who acts as a deity to voice her disgust and bring attention to the harmful effects of such behavior. It serves as a strong statement against the objectification and sexualization of minors in society.
That was WAY TOO SERIOUS. I WILL NOT put it that way because Shigure Ui has done multiple loli streams and said that she intended it to be a song for "purging her fans of impure thoughts and save them" in one of Shigure Ui's loli live streams announcing the song and also, in a way, a fan service from Shigure Ui as a loli (albeit temporary).
She is known to not hold back on her words when it comes to reacting to her fans' works like drawings and her fans' comments, especially their Marshmellow messages, and even more on the weird ones and the ones that request to date her or marry her. The song, just like her interaction with her fans is more like a light S&M kind of thing where she is the S and the fans as the M. Something like the one with Kugimiya Rie in one of her live stage performances:-

For me, the song is more of a fun swipe on her fans, especially when she was doing loli livestreams. Nothing more than that. It was NEVER THAT SERIOUS. With the release of this song's MV, her subscribers' amount started to skyrocket, which made her feel sorry for those who subscribed to her because of the recent loli livestream and this song because she hardly does it and because the last time she did a loli livestream was over a year ago and is unlikely to do it again in a short time.
Regarding the Ui beam mentioned in the song, it is discussed in this Reddit post. Take the word 「粛聖」, it is read as "shukusei", which has the same syllabus as the word「粛清」that means purge. Also, another word 「極Chu」(read as kyoukuchu) can sound a bit like 「獄中」(read as kokuchu, which means during imprisonment; while in jail) when read quickly. Oh, I realised that the word "lovely" and "lonely" in the song sounds very similar to the word 「ロリ」(loli) because of Japanese pronunciation. Well, it's just one of the interesting things that I observed during my brainwashing session listening to this song.
Also, I observed that the music after the song's first stanza ended sounds like an alarm or even a buzzer, which probably indicated that loli Shigure Ui pulled the plug on the crime prevention buzzer at that point. Besides that, I need to talk about the part where her fans, who are represented by the male voices in her song background mention the word 「助かる」repeatedly. It took a friend to explain to me, putting in some thoughts and conducting some research to fully understand why 「助かる」 is being used as a response to Ui's savageness to them.
Firstly, it is the same concept that I mentioned in the paragraph after making my argument against what a certain AI site wrote, which is the S&M relationship between her and her fans, just like Kugumiya Rie abusing her fans onstage and her fans rejoice. So, up to that point, I mostly understood but only the dynamic, not fully the reason why they use the word 「助かる」. That's when I decided to look up the meaning of the word to aid my little research.
助かる meaning:
1. to be saved; to be rescued; to survive
2. to escape harm; to be spared damage
3. to be helped; to be saved from trouble
From there, I continued to think about it and watched some YouTuber recommendations of Shigure Ui clips (after brainwashing myself with this song and until now, it's still in my head), and I finally got it. Hear me out. Sometimes, in her live streams, fans would ask Ui to shoot them the "Ui Beam" to "help" them but she usually turns them down. Her constant dissing of her fans and viewers when she reads their Marshmallow messages is in a way, a form of Ui "rescuing" them, especially when she is a loli. Thus, the phrase 「助かる」 instead of any other response.

To conclude all of this and move on, I would like to say that the S&M relationship between Shigure Ui and her fans and her fans view her "insults" and "abuses" as a reward and/or even a form of rescuing them. That is why the fans respond 「助かる」 when met with her abuses. Yeah...Oh, one more thing, I found one thing interesting, which is when Ui sang 「この手で押してあげゆ」. It's a way to present this song as a "9-year-old girl". Anyway, I think I already wrote too much. Time to move on.
